The cheap way to clear up the traffic jam into Victoria is to use the E&N rail line with lots of passenger cars.
New Zealand solved their vehicular jams from the north and from the west into their capital city in this way.
Their people read the paper and drink tea and relax. The other options do not work as well and cost far too much.
