Any driver who continually speeds, drives drunk or has a record showing they owe the government in excess of $500 for any driving infraction should have their vehicle seized.
As far as these people buying another vehicle, why not put a red flag on their name, so that as soon as they try to register the vehicle it would be seized immediately.
